Antioch Unified board adopts 2025–26 LCAP and final budget, approves routine resolutions and personnel permits

The Antioch Unified Board of Trustees voted to adopt the district’s 2025–26 Local Control Accountability Plan (LCAP) and the final 2025–26 budget, after noting that the LCAP hearing had taken place at the prior meeting and no substantive changes were needed.
During the action portion of the meeting the Board moved, seconded and adopted the LCAP and the district budget by voice vote. Chair Hernandez announced the motions carried.
The Board approved the consent calendar (items A through GG), which included contract approvals and the Measure B playground procurements that staff said are scheduled across summer and fall depending on site size and vendor schedules. Trustees asked staff to provide the detailed installation schedule that had been circulated in the Friday board letter.
In additions to budget and consent actions, the Board adopted several standard annual resolutions: resolution 2024‑2559 for the Education Protection Account (LCFF funds reserved from state temporary taxes), resolution 2024‑2560 authorizing provisional internship permits for teachers working toward credentialing, and resolution 2024‑2561 allowing certain instructors to teach outside credential authorization for the 2025‑26 school year. The Board also adopted resolutions to levy special taxes for two community facilities districts (resolutions 2024‑2562 and 2024‑2563) for the fiscal year 2025‑26.
Miss Wells explained that the provisional internship permits are for individuals who are progressing toward subject‑matter competency and that the district’s 2024‑25 contract language provides mentor support for teachers on permits; staff noted a planned revision to some reading assessments that could affect pass rates for credentialing exams next year.
Trustees also accepted the district’s initial collective‑bargaining proposals for the Antioch Education Association (AEA) and for California School Employees Association (CSEA) chapter 85 for the 2025‑26 negotiation cycle; both motions were moved, seconded and approved by voice vote.
All votes reported at this meeting were announced as carried by the chair following voice votes; staff recorded motions and will include the formal resolutions and relevant documentation in the district’s agenda packet and board letters.
