Seaford staff seek code updates for ADA parking, plumbing and building codes; public hearings and second readings to follow

City staff presented a package of code updates March 10 that would add municipal oversight for commercial ADA parking, update the plumbing code to the 2021 international edition, and revise the building code to the 2021 International Building Code for residential and existing buildings.
On ADA parking (proposed Chapter 15 revisions), staff said municipalities previously lacked a permitting requirement for restriping or repaving commercial handicap spaces; the revision would require a permit for such work, specify signage and dimensions, and establish fines for violations (a $100 first offense and $500 for subsequent offenses). Staff said the item will return for a required public hearing and second reading.
On the plumbing code, staff proposed updating from the 2018 to the 2021 edition to match the county and ease permitting. Council asked whether the state had adopted a newer 2024 code and how conflicts would be handled; staff said they would download state revisions and report back at the second reading.
On the building code, staff proposed adopting the 2021 International Building Code for residential and existing building rules; residential sprinklers remain an option, not a requirement. Council discussed incentives for sprinkler installation and code compliance guidance for builders.
No motions were taken on these items at the March 10 meeting; staff will return with public‑hearing dates, state‑code comparisons and draft ordinance language.
