Ventura LAFCo continues Oxnard Drainage District reviews after water‑quality concerns noted

Ventura LAFCo voted to continue a municipal service review and a sphere‑of‑influence update for Oxnard Drainage District No. 1 to a date uncertain after commissioners heard about water‑quality concerns related to irrigation runoff.

Staff presented item 10 (the municipal service review) and item 11 (a sphere‑of‑influence update) for Oxnard Drainage District No. 1 and recommended continuing both matters. A commissioner alerted the commission to long‑standing Channel Islands harbor water‑quality concerns and residents’ efforts to identify ownership and responsible parties connected to Oxnard Irrigation District No. 1. The speaker said tests have found fertilizer, herbicides and pesticides in harbor waters and that the district’s concrete conveyance infrastructure runs under hundreds of acres of farmland.

"Their concerns are that this irrigation district...whatever the material is that has come out of the ground, whether it's fertilizer, herbicides, pesticides...have been findings in the water of these materials," the commissioner said, urging awareness of the issue.

With no public speakers at the meeting and after brief comments from commissioners, a motion to continue items 10 and 11 was made and passed on a voice vote. The staff recommendation to continue leaves the municipal service review and sphere‑of‑influence update open until further information or scheduling is available.

The commission did not set a new date; staff and the commission may receive additional public input or technical information before bringing the reviews back for formal consideration.
