Agoura Hills council: additions to housing-site inventory would wait for 2029 housing element update

City staff told the Agoura Hills City Council that pursuing sites beyond those in the current housing-element inventory is a multi-year process that is likely to be handled as part of the 2029 housing element update. The city expects regional allocation numbers from the Southern California Association of Governments and the California Department of Housing and Community Development in 2027, after which staff can complete the site-analysis and any redesignation.
"It's not an overnight process," the City Manager said, noting the previous study took "2 and 1/2 years" and that the city must review findings with HCD. Staff said that once the city receives the 2027 regional numbers they will have a clearer sense of whether allocations increase, decrease or remain the same and can then begin the analysis that leads to redesignation.
Council Member Anstead asked how long the process would take if the council wanted to add sites. Robbie (staff) responded that the city is "anticipating HCD giving SCAG their regional numbers in 2027," and staff confirmed any formal redesignation would be timed to be effective Jan. 1, 2029 if pursued as part of that cycle.
Staff also clarified that property owners whose parcels are already listed in the housing-element site inventory retain the ability to pursue development without waiting for a broader redesignation. The City Manager told the council that, "if a property or site is identified within our housing element site inventory, then yes, they have the ability" to proceed and that whether a project is 100% affordable depends on the individual property owner.
Council and staff said there have been no formal filings or applications regarding the Kanan Road shopping centers discussed earlier in the workshop. The City Manager said the city had not received any applications nor had substantive conversations indicating an imminent change to those centers.
Next steps: staff will begin work after the 2027 allocation numbers arrive, and any city-initiated redesignation would follow the analysis and HCD review process required for the housing element update.
