Delegation approves up to $17,950 from capital reserve to replace corrections food vehicle after debate

The Carroll County delegation authorized spending up to $17,950 from the capital reserve to replace a corrections department food vehicle after a lengthy discussion about vehicle condition, alternatives and budget mechanics.

An official explained the current food transport vehicle is a 2010 Ford with frame rot and recent repairs totaling roughly $3,318 plus a new projected $2,100 in repairs. The official said continued repairs would be fiscally imprudent and presented a 2022 Ram ProMaster City (about 92,000 miles) as a nearby used alternative for roughly $17,950. He said the vehicle had a recent safety inspection and some maintenance performed by the dealer.

Commissioners asked whether leasing had been evaluated, whether any county laundry or other vehicles could be repurposed temporarily, and whether the vehicle’s interior was sanitary for food transport. Representatives raised concerns that some surplus vehicles would be available later in the year through an auction, and one commissioner suggested the county could find the funds within its $45 million operating budget. Officials replied that capital reserve rules and timing complicated using operating lines now and that staff would follow the proper transfer forms and verification procedures.

After debate about procurement mechanics, warranties and mileage, a motion to approve the purchase from capital reserve funds carried 3–2. Members who voted yes said the vehicle was needed to maintain meal service reliability; members who voted no said the county could find the money elsewhere or delay the purchase until later in the fiscal year.

The committee asked staff to document the procurement and confirm the transfer paperwork for the capital reserve account.
