Marshfield board approves design contract to evaluate Columbia Park band shell restoration

Justin Caspersonson, parks and recreation director, asked the Marshfield Board of Public Works to approve a professional services agreement with Zetler Design Studio to evaluate and produce design concepts for restoring the Columbia Park band shell and the board voted to approve the request.
Caspersonson told the board the band shell — originally constructed in 1931 and listed on the National Register of Historic Places — has been a central venue for community events for more than 90 years and needs a condition evaluation and restoration design. He said the city solicited proposals from firms with historic-preservation experience and recommended Zetler Design Studio because it offered the lowest project cost among proposals, demonstrated relevant experience, and is a small firm that would ensure direct involvement of the principal architect.
"The funding I want to be noted is through Donna Rosar and her pledge of $50,000 towards a community fundraising effort goal of $100,000," Caspersonson said, noting the Marshfield Area Community Foundation has established a dedicated fund to collect donations for the project.
Caspersonson said all work would comply with applicable historical preservation standards and with local, state and federal codes and permitting requirements. He emphasized that, at this stage, no city funding was anticipated and that before any city contract is executed donated funds must be transferred to the city and a budget resolution formally accepting the donation and establishing the project budget must be adopted.
A parks and forestry committee had previously reviewed the proposals and forwarded a positive recommendation. The board took a voice vote after a motion was made and seconded and the motion carried.
Next steps include executing a professional services agreement with Zetler Design Studio contingent on the transfer of donated funds and passage of required budget resolutions by the common council; depending on construction cost estimates produced in the design phase, competitive bidding for construction services may be required.
