Council moves several routine items forward: surplus equipment donation planned; pavement projects and budget calendar set for review

The council discussed placing several administrative and capital items on the consent agenda and advanced staff recommendations on a series of operational issues.

On equipment, council members explained a surplus motorcycle (described in the discussion as valued at about $14,000) has sat unused for years and that training and equipment for a local rider would cost roughly $10,000; council said donating the motorcycle to the Anderson County Sheriff's Office would put the asset to use and foster interagency cooperation. Council asked that the donation be formalized by resolution on the consent agenda.

Street repairs and resurfacing priorities were adjusted after staff reviewed estimated costs for three roads. To meet the budget target, staff recommended delaying full resurfacing of Stafford Court and performing a targeted patch there while advancing Meadow Pathway Drive and Meadow Walk Court (Livingston Farms) as one mobilization; council accepted that approach and will re-evaluate Stafford Court next year.

Town Manager Mark also presented the budget timeline: a kickoff/work session on Jan. 12 (4 p.m.), a department budget workshop on March 24 and a recommended-budget retreat/presentation on May 7. Staff said CIP project reviews and recommended five-year project lists will be presented in January.

The council also reviewed proposed revisions to the stormwater right-of-way grant guidelines intended to improve applicant readiness by requiring sketches and, where necessary, engineered designs for more complex projects. Staff recommended formalizing the language and moving the item to the consent agenda for approval.
