Clearlake approves agreement to provide supplemental policing to Lakeport

Clearlake’s City Council on April 2 approved an intercity agreement allowing the Clearlake Police Department to provide overtime-based supplemental patrol coverage to Lakeport and be reimbursed for costs.
Chief Hobbs told the council the department has capacity to cover requested shifts on an overtime, voluntary basis and that the two cities used a similar arrangement from August through November 2022, when Clearlake covered about 41 shifts and invoiced Lakeport roughly $265,000. Hobbs said Lakeport will reimburse overtime, mileage and wear-and-tear costs; the agreement is reciprocal should Clearlake need coverage.
Council members asked whether Clearlake patrol vehicles would be used and how shifts would be assigned. Hobbs said the department will post available shifts and staff can sign up if permitted by their schedules; vehicles used on those shifts will be billed for mileage and wear.
The council moved and seconded approval of the agreement and authorized the city manager to sign. The motion passed by unanimous vote.
The council did not specify a total number of shifts in the motion; Chief Hobbs said the requested coverage could run from May through October and would be filled on a voluntary basis by Clearlake officers. The agreement aims to ensure staffing continuity for Lakeport without imposing a net cost on Clearlake’s general fund, according to the staff presentation.
Next steps: the city manager will execute the agreement and Clearlake staff will post shift availability to its patrol roster as requested by Lakeport.
