Adams County approves $2.3 million GMP amendment to GH Phipps for Head Start Greyhound remodel

Cat Townson, project manager in Fleet and Facilities Management, told commissioners the project will remodel about 2,000 square feet of interior space and 3,800 square feet of exterior play area to add a warming kitchen, office space, additional restrooms and a renovated outdoor play area. Upon completion this summer, the Head Start Greyhound site will have two new classrooms, each with capacity for 16 students for the 2026–2027 school year.
Townson said the procurement followed the county’s Best Value Contracting Policy 1071 and that GH Phipps met criteria including firm profile, project team, approach and relevant experience. The board was asked to approve a guaranteed maximum price (GMP) amendment in the amount of $2,307,311.
Commissioner O'Dorisio moved to approve the amendment as presented; another commissioner seconded the motion and the board approved it. The transcript records the motion and second and the board’s assent, but no roll‑call tally appears in the meeting text.
