Commission questions membership roll and debate adopting Robert’s Rules for meetings

Commissioners at the Gardner City Airport meeting pressed for a clear membership roster and questioned the chair’s voting authority at a prior meeting.

One commissioner said they had no record that some people named as commissioners had been sworn in and asked the chair to circulate a list of current members and term expiration dates. In response, the chair read a roster from memory naming Jim, Andy Girtton, Dave Burkat, Phil Marcy and Jim Marcy among others; commissioners agreed to supply a written list to the group.

Separately, Commissioner Isabelle asked whether the chair is entitled to vote only to break ties. The chair said he had discussed a prior in-person vote with the mayor and believed his vote was valid when a full complement of commissioners was not present, but several members said they would seek formal clarification from the mayor’s office.

A separate procedural matter prompted a proposal to adopt Robert’s Rules of Order (or a simplified rule set) to limit unfocused discussion. The chair introduced the idea and asked for a vote. Several members objected, calling a strict rules regime inappropriate for the small commission; a roll-call-style vote occurred and the motion did not secure clear approval. Members who opposed said they favored informal management rather than a full parliamentary procedure.

Why it matters: Governance and voting rules determine how the commission handles appointments, votes and conflicts of interest. Commissioners asked the mayor’s office and staff to clarify past votes and to produce an authoritative membership list before any procedural changes are adopted.
