Lancaster County’s Planning Commission on March 17 approved the preliminary plat for The Point, a multi‑parcel commercial development along Charlotte Highway, adding a condition requiring that any building exceeding 40,000 square feet meet the county’s highway corridor overlay standards for sidewalks and pedestrian amenities.
Staff described the site as just under 45 acres with a proposed 12 commercial lots and said technical reviews (sketch and preliminary plan) had been completed; SCDOT issued a conditional approval requiring an encroachment permit. Staff recommended approval, subject to the project meeting normal permitting and technical requirements.
Brian Roller, representing the Point development team, told commissioners the project is a by‑right development under the existing General Business zoning and highlighted topographic features and protected drainage areas that will not be developed. Roller also said the team will deliver “significant infrastructure improvements” including sewer main work and a lift‑station upgrade coordinated with Lancaster Water and Sewer District.
Commissioners asked technical questions about access and traffic; staff said the central entrance (the middle access across from Thousand Oaks) will be full access with a signal, the bottom entrance will be right‑in/right‑out, and the top entrance will be full access but unsignalized. The applicant confirmed a dedication of right‑of‑way to straighten and improve Dogwood Acres Lane; staff confirmed via county GIS that Dogwood Acres is a county road, which the county will maintain once accepted.
Several commissioners requested explicit documentation that the highway corridor overlay requirements would be met when large buildings are proposed. The commission’s motion to approve included a condition requiring a note on the plans that any building over 40,000 square feet will conform to the overlay’s sidewalks and pedestrian amenity standards. The motion passed by roll call vote, 4–0. Because this was a final planning commission decision on the preliminary plat, the approval stands as the commission’s action on this item.
The approval requires subsequent out‑parcel site plans and building permits to demonstrate compliance with UDO standards, the highway corridor overlay and any SCDOT encroachment permit requirements.
