Moreno Valley adopts TUMF ordinance, updates fee schedule effective July 1

On March 17 the Moreno Valley City Council adopted an ordinance amending Ordinance 1019 and a companion resolution to update the Transportation Uniform Mitigation Fee (TUMF) program and fee schedule. Public Works Director Melissa Walker said the changes include automatic construction‑cost index adjustments and clarification of residential unit definitions so the Western Riverside County Council of Governments can apply the revised TUMF schedule to development after July 1, 2026.
Walker told the council the updates are required to align local code with the western Riverside County TUMF program changes and to allow the council of governments to charge the adjusted fees after the effective date. There were no public comments on the item and the council adopted the ordinance and resolution by unanimous vote.
Why it matters: TUMF collections are used for regional road and transportation projects. Updating the ordinance and fee schedule preserves the city's eligibility to receive and pass through the revised fee assessments collected on development projects.
