Council approves first reading of conditional rezoning for Bradford Airport Logistics near Wayne and Eureka Road

Marcus Tommy, director of economic development for the Wayne County Airport Authority, and representatives of Bradford Airport Logistics presented a proposal to rezone 11.88 acres at the southwest corner of Wayne and Eureka Road to allow a centralized receiving and distribution center serving the airport.
The council was shown conceptual plans and told the proposed building would be about 30,000 square feet with 10 inbound and seven outbound docks. Michael Holbrook of CNS Engineers said the upland site avoids wetlands and that the project would include employee offices, screened truck bays and neighborhood-facing architectural treatments intended to reduce an industrial appearance.
Tommy said the CRDC would centralize screening and staging of goods destined for terminals, remove truck traffic from terminal fronts and include a 20% SBE (small business enterprise) participation goal for local businesses. He described the project as aligning with the city’s master plan for the southern gateway district.
Council members focused questions on traffic, truck timing and the financial benefit to the city. Councilman Wilhite said he lives in the south end and worried about peak-hour backups on Eureka Road; he asked how many trucks would enter and when. Bradford replied that inbound deliveries would be “meticulously timed” and staged, and that outbound deliveries would run on a smaller fleet — roughly six company trucks — crossing to checkpoint 34 to enter the airport.
Council members also asked whether the property would return to the city’s tax rolls; Bradford said tax treatment depends on the lease structure and that the city would receive a later confirmation. Several council members emphasized they wanted clarity on whether the parcel would sit in a TIF area or otherwise be exempt from immediate tax revenue.
After questions, Councilwoman Celeste Roscoe moved, and Mr. Wiseworth seconded, to concur with the planning commission and approve first reading and introduction of conditional rezoning RC‑2025‑004 to rezone 11.88 acres (parcel 80‑130‑99‑0001‑706 at 15184 Wayne Road) from C3 (highway business) to M2 (general industrial), subject to finalization of the conditional rezoning agreement by the city attorney. The motion passed on a roll-call vote.
Next steps: if the council’s first reading is finalized, Bradford will move forward with final design and then return to the planning commission for site‑plan approval before construction could begin.
