During the public-comment period, Rafaelio Delgado told the council he marks April and urged residents to register, saying donations remain insufficient and “cada persona puede salvar ocho vidas.” Priscila Márquez, who said she received a liver transplant 18 years ago, told the council her transplant ‘‘me dio una segunda vida’’ and described recovery and family impacts.
Council members framed the proclamation as a public-awareness effort, noting statewide waiting-list statistics cited by speakers and pointing residents to state registration resources. Staff read instructions for registering through the California DMV and local donor organizations.
The council moved, seconded and adopted the proclamation without recorded opposition. The proclamation presentation included a ceremonial photo with recipients and local volunteers.
