Redondo Beach Unified approves short‑term construction management contract, advances Measure S safety upgrades

The board voted to authorize a time‑limited contract with Belfer Baby LLC to support immediate projects including fencing, roofing and closeout work. Fred, the district construction lead, said the firm will assist with preconstruction constructibility reviews, field management and faster project closeouts, adding, “they'll...hold everyone's feet to the fire to get it closed right away.” The six‑month term is designed to let staff reassess scope and staffing needs in the fall; the firm’s fee will scale with the value of projects if actual costs are lower than the district’s current estimate.
Separately, district IT staff presented a detailed briefing on proposed keyless access controls and integrated safety systems funded by Measure S. The presenter described a system using district ID badges or PINs, centralized lockdown capability and dashboarded logs that correlate access events with camera footage. "With one command we could shut down all the doors on any specific campus," the presenter said, describing the district's plan to tie access control to cameras, PA and VoIP panic‑button phones to speed response and investigations.
Board members and staff discussed operational matters—who configures access, HR workflows for hires and departures, temporary contractor access, battery backups for outages, and integration with gates and padlocks. Staff told trustees the initial scope covers classroom doors and front offices, with gates and other areas to be evaluated separately. The district said firmware and software support for security updates is included in a seven‑year coverage window tied to the project contract.
Staff reported a pilot rollout at Lincoln and Paris will be completed by the end of summer, with site tours for the board and stakeholders planned in late July and early August. District staff emphasized training, credential management and configuration of alert workflows as next steps before districtwide deployment.
The board approved the Belfer Baby contract and related procurement actions in the same meeting. No dollar amounts for the contract were given in public discussion beyond the fee methodology tied to project value; staff said Measure S funds have been budgeted for the work.
The district intends to use the combined construction management support and access control deployment to accelerate Measure S projects while improving site security and evidence collection in partnership with local law enforcement. The board and staff will return to the trustees with implementation details and site visit updates.
