Commission approves multiple zoning and subdivision cleanup items; several will go to council

The Livingston Parish Zoning and Planning Commission approved several rezoning and subdivision items on March 10, forwarding them to the parish council for final action.
Two adjacent Old Louisiana Highway 16 frontage parcels (cases 26‑22 and 26‑23) that had been zoned C1 at the frontage but remain residential in use were returned to R2. Applicants said those frontage designations were the result of legacy mapping errors; neighbor Brian Fonto and applicant Chad Lane Ellen both described the items as “clean‑up” requests to restore the parcels to match the parent tract. The commission approved both items by unanimous vote.
Separately, the commission approved a Neville Road family split (case 26‑24) requested by Jonathan Hughes, who said he wants to split a one‑acre lot so he can give half to his daughter. Planning staff noted a family petition was not yet filed; the commission approved the split 5‑1 with Mr. Clemens opposed.
The commission also approved two one‑acre subdivisions on Jackie Gordon Road (cases 26‑25, addresses 28578 and 28562) requested by Houston Stewart. Councilman Joe (District 9) spoke in support and planning staff classified the matters as legacy zoning cleanup; both items were approved in separate votes.
Finally, Sheila Rancher secured approval to change a parcel at 8436 Vincent Road from R1 back to C1 (case 26‑26). Rancher said she purchased the lot as commercial and operated Rancher Floor Covering there historically; commissioners and staff noted the site sits within a state‑road commercial corridor with nearby commercial uses (a neighborhood Walmart, Carter’s and an upcoming Waffle House) and recommended the owner be aware of certain marketing and provisional‑use implications. The commission voted to forward the C1 request to council by majority vote.
Votes for each case were recorded on the record and will be included in the council docket for final action.
