Committee approves EMPG agreement; staff to resolve conflicting fiscal-year dates with state

Ahmad Nether, identified as finance manager for Wayne County Homeland Security, asked the committee to approve a one-year Emergency Management Performance Grant (EMPG) agreement with the Michigan Department of State Police Emergency Management and Homeland Security Division. Nether said the grant is federal pass-through funding intended to support development and maintenance of county emergency-management program capabilities.
Nether and Brian Herman, senior planner, explained that FEMA canceled the program in the prior year and that the state subsequently reinstated the award. They said this particular paperwork appears to be intended for FY2425, though a passage near the end lists dates consistent with FY2526. Joe Slay, a county analyst, and Alisa, a county fiscal analyst, flagged the conflicting dates and asked staff to resolve which fiscal year the grant covers before further action by the full board.
Brian Herman agreed with Nether’s reading that the award likely covers FY2425 because it was reinstated to cover the earlier year; he and Nether committed to contact the state for clarification. Legal counsel recommended the committee move the agreement forward today pending the department and staff resolving the dates so that grant funds are not interrupted and that clarification be provided to the full board.
A motion to approve the EMPG agreement was made by Commissioner Dobs and supported by Commissioner Wilson; the committee voted and the motion carried. The committee recorded no roll-call tally beyond the chair’s confirmation that the motion carried. Staff will follow up with the state to confirm fiscal-year language and update the full board.
