Commission seeks clearer guidance on '2% for art' eligibility and pushes for shared events calendar

Commissioners urged clearer guidance about what projects qualify under the city’s “2% for art” certificate-of-obligation rules and discussed better coordination with appointing officials and city event channels.

Staff said appointing officials (city council members) should be informed of proposed annual-plan projects early because bond counsel may rule some projects ineligible under the 2% financing mechanism. "It could be that it doesn't necessarily fall within the 2% for art...we take it to bond counsel and they tell us we're not allowed to do that project," staff said, explaining why advance communication matters.

Commissioners requested a short, plain-language summary of eligible project types and the ordinance language so they can advise their appointing council members about realistic project proposals. Staff agreed to resend the previously provided concise packet and to follow up with the city secretary and bond counsel as needed.

Separately, commissioners proposed a shared events calendar or a designated liaison (possibly an officer) to coordinate promotions with the visitors bureau and the Cultural District so commission events and community programs are posted broadly. Staff and commissioners agreed to reach out to Cultural District contacts and report back at the April meeting.

Commissioners also shared upcoming arts events: a March 27 book signing by Laredo native Dan Plaus at the Laredo Center for the Arts; ongoing exhibits including Unbound and a mezzanine show; an April 1 Cultural District concert in the renovated garden; Spongebob the Musical April 10–12 with student performances; and a Philharmonic performance on March 29 at TMU.
