Public Works Director Dan Genesisy summarized the staff analysis comparing natural grass and synthetic turf: artificial turf provides substantially more playable hours per year, lower regular irrigation demand, and predictable year‑round availability but has higher upfront cost, a finite replacement cycle (typical replacement in 8–12 years), and environmental tradeoffs (surface temperature, selection of materials, and end‑of‑life handling). Staff emphasized the need to specify material standards in procurement to address emerging environmental concerns and to avoid PFAS‑containing products.
Multiple community speakers—including youth coaches, league representatives and parents—urged the Council to approve an all‑weather, lit field to expand equitable access to evening and year‑round recreation. Councilmembers asked detailed questions about long‑term maintenance funding, water use in drought, replacement cycles, repair logistics and the potential to require recyclable or PFAS‑free product specifications.
Councilmember Rogers moved to approve staff’s recommendation to proceed with the design‑build procurement. The motion carried 5–0 among members present. Staff will return with procurement documents and material specifications, including environmental and PFAS‑related requirements if feasible.
