The Topeka Planning Commission approved a conditional-use permit amendment allowing the expansion of an existing parking lot at 1715 Southwest Stone Avenue adjacent to Most Pure Heart of Mary.
Planning staff summarized the request and recommended approval subject to conditions in the staff report. Staff said the parcel is zoned R1 (single-family) and that the conditional-use permit must be amended because the CUP boundary is expanding to include additional church-owned property. Staff also said a neighborhood information meeting had been held and no one attended.
Kevin Holland, who spoke for the church in the absence of Father Nathan, apologized for a contractor miscommunication that led to construction starting. He told the commission the church "understand[s] it's fully at risk" and will comply with any recommendations and requirements from the commission and governing body.
During public comment, Jack Halcott—who said his family attends Most Pure Heart of Mary—said the congregation is packed during 9:30 a.m. Sunday Mass and urged approval: "we definitely need the parking." No other public commenters asked to speak, the public hearing was closed, and a motion to approve passed on a roll call vote with seven in favor and one against.
What’s next: The CUP approval permits the enlarged parking area subject to the conditions in the staff report; the church and its contractors must complete remaining site work in compliance with city permits and requirements.
