Commission keeps parking as-is in Villa Park business district after counts show daytime availability

Villa Park commissioners voted to leave parking stalls on Park Avenue (from Villa to Oakland) unchanged after staff and police presented utilization counts showing underuse during daytime hours and higher occupancy overnight.
Staff reported 18 stalls in the study area, including one handicapped space. Police counts showed that several daytime observations left more than half the spaces available, while overnight counts suggested apartment residents were occupying many stalls. Staff and Sergeant Heyman said signage had been added to clarify that certain stalls are public parking and noted that upcoming construction (a nearby union project) may reduce available parking for about 18 months.
Commissioners discussed options including 2-hour daytime limits, increased branding/signage, or revisiting parking once construction is complete. Several commissioners said the issue did not appear urgent now because daytime availability is sufficient and that enforcement (including occasional overnight ticketing) can curb long-term overnight parking if it becomes a problem.
A motion to leave the stalls as-is, with the option to reevaluate after nearby construction, was made and carried on a voice vote.
