Trustees considered staff‑proposed amendments one by one. On reflectivity (Amendment A) and a proposed definition of "illuminated" (Amendment B), trustees voted to adopt staff language. The board then debated pole‑mounted signs (Amendment C): staff proposed banning pole signs and creating a monument‑sign definition; trustees discussed historical and Route‑66‑style pole signs and the difficulty of crafting a consistent design rule. The trustees voted to defer a decision on pole‑mounted signs and asked staff to explore narrowly tailored design‑based language or variance pathways.
On temporary signs, staff proposed that small temporary signs (4 sq. ft. or less) not require a permit and be exempt from the 30‑day limit that applies to other temporary signs; trustees approved that change (Amendment D). After additional line‑item discussion, the board voted unanimously to defer final adoption of the entire ordinance to the November meeting so staff can consolidate all amendments and circulate a redlined draft for trustee review.
Trustees said the process will give them time to reconcile technical comments, confirm which changes were already taken at the prior hearing, and ensure the final text is ready for adoption with a recommended effective date in early 2026.
Votes recorded in the hearing included successful roll‑call votes on Amendments A (reflectivity) and B (definition for "illuminated"), a deferral vote on the pole‑sign question, approval of Amendment D (temporary signs exemption), and a final motion to defer full ordinance adoption to the next meeting.
