Senator Dismaine told the Joint Budget Committee that staff would hand out a corrected special‑language amendment to the Arkansas Department of Environmental Quality (ADEQ) concerning the waste‑tire program, saying a timing issue discovered in the governor's letter required replacement language.
"Again, it's just that there was a timing issue on when the fees or amounts were gonna be paid, and so this corrects that," Senator Dismaine said, describing the change as a technical correction to ensure members and staff could review the revisions before special‑language consideration.
The chair said members would likely be able to take up the corrected language on tomorrow's special‑language agenda and asked for a motion to suspend the rules to consider it. A member moved to suspend the rules, a second was recorded and the chair called for the voice vote. The chair announced the motion passes after members said "aye." Clerk and chair confirmed the corrected special language will be referred to special language and appear on tomorrow's agenda.
No substantive policy debate or vote on the content of the ADEQ language occurred during the joint budget meeting; the committee only approved procedural suspension of the rules to allow the special‑language item to be placed on the next day's agenda.
Next steps: the corrected ADEQ waste‑tire special language will be considered on the special‑language agenda at the committee's next meeting.
