Special language report adopted; committee clears supplementals, reappropriations and dozens of bills for due pass

The subcommittee adopted the special language committee’s report and cleared a wide slate of bills for further action, batching supplementals and reappropriations and approving numerous individual measures by voice vote.

After the special language report was read, the committee approved its adoption and proceeded to identify bills ready for 'due pass.' Members agreed to batch a set of supplemental appropriation bills (including House Bills 1086, 1087, 1088, 1094 and Senate Bill 69) and approved the batch by voice vote. The panel also batched reappropriations and approved them. The chair then read a long series of House and Senate bills listed in the packet; in each case with no questions, members moved and the committee approved the motions by voice vote.

Items C1 through C10 were referred to the special language subcommittee without objection for further drafting and review. The chair reminded members that special language proposals must be routed to staff (B.L.) and that only members of the special language subcommittee can move suspensions of the rules to permit late filings.

What this means: Dozens of bills were advanced out of committee on voice votes; the committee recorded no roll‑call tallies in this session. Several items that require more drafting or personnel detail were referred to special language for additional work before final committee action.

Next steps: The committee will post materials for members to review, consider submitted special language, and reconvene items requiring further work (including the treasurer’s budget, which was held for follow‑up).
