Staff: HUD has asked Lodi to delay CDBG annual action-plan presentation until allocation is known

City staff updated the Lodi Improvement Committee on March 10 about the status of Community Development Block Grant (CDBG) capital-projects and the annual action plan, saying HUD asked the city to delay presenting the action plan until the allocation award is known.
"We did get notification from HUD that yet again this year they want us to hold off on presenting our annual action plan to city council for approval until we actually have our allocation award," staff member Jennifer said during the presentation. She added that the delay is driven by uncertainty in program-wide funding and that the city likely will not know Lodi's allocation until April and possibly into May.
Jennifer told the committee that, if the allocation is received in early April, staff could prepare documents with a four-week lead time and potentially take the plan to City Council in June; if the allocation is later, the council presentation could be pushed further. The annual action plan is being drafted with known information so it can be finalized once the allocation is received.
The committee asked whether public-service grants awarded in the previous cycle still require changes. Jennifer explained that public-services funds were shifted to two-year cycles to improve program feasibility; organizations are expending first-year funds now and second-year funding starts on July 1. She also noted that one applicant was found ineligible in the capital-project round because they did not own the property; staff expect to update recommended capital projects at the next meeting before forwarding them to council.
On timing for future rounds, staff said the next application release is expected in December (year noted in the meeting) with applications due in January 2027 and committee evaluation beginning in February 2027.
What happens next: Staff will continue drafting the annual action plan and will notify the committee once Lodi's CDBG allocation is received; committee members requested a scoring-rubric training session ahead of application review to ensure consistent evaluation.
