Commission honors crossing guards and APS 'selfless seniors'; county risk-management team receives RAP award

Bernalillo County commissioners opened the March 11 meeting with a series of community recognitions. Vice Chair Frank Baka read a proclamation honoring 30 school crossing guards who serve neighborhoods across the county and paused to commemorate the late Crossing Guard Joe Roy Luhan, who died Jan. 3. Sheriff’s Office representative Joseph Benton thanked the guards for their service.
Commissioner Walt Benson presented certificates to Albuquerque Public Schools' 2026 "Selfless Seniors," reading a list of named students and recognizing Frank Frost for founding the program 18 years ago; APS representatives thanked the commission.
Shirley Reagan, deputy county manager for finance, introduced Greg Reese of New Mexico Counties and Gina Ortega, the county’s risk management director, to acknowledge Bernalillo County's completion of five years in the Risk Awareness Program (RAP) and a reported 25% reduction in law-enforcement claims (from an average of about 109 to 82 in the most recent reporting year, staff said). The board presented awards and certificates to staff.
