Commission advances Isleta Boulevard right-of-way work and adopts 2026 road inventory to secure state gas-tax funds

Bernalillo County commissioners moved to suspend the rules and advance two infrastructure items during the March 11 meeting: the right-of-way funding agreement and activities for Isleta Boulevard reconstruction phase 2, and adoption of the county’s 2026 road inventory required for state distributions.
Brian Lopez, director of technical services, said the Isleta Boulevard phase 2 work will include full roadway reconstruction plus ADA-compliant sidewalks, bike lanes, storm-drain improvements and intersection lighting. Staff requested authority for the county manager to execute a cooperative project agreement with the New Mexico Department of Transportation and sought a suspension of the rules to allow final adoption of right-of-way activities tonight.
Road maintenance manager Amos Solano presented the 2026 road-inventory book and noted the inventory is a statutory requirement for how state gas-tax and MVD fees are apportioned; Solano said the inventory supports roughly $3 million in annual revenue that funds salaries, materials and operations for county road crews.
Commission action: the commission approved moving both items forward and adopted the road inventory and right-of-way actions; staff will continue design and work toward 90% design for Isleta Boulevard phase 2 and pursue additional construction funding.
