Public Health staff member Kelsey described internal reporting safeguards: “We have very good reporting systems within our department,” she said, while also stressing the need for succession planning and backup contacts to prevent missed deadlines when staff turnover occurs.
Commissioners asked detailed questions about finance capacity, account codes, audit readiness and whether administrative/indirect costs could be included in sub-awards to cover sponsor workload. Full Circle noted it uses group inboxes and shared finance leads to provide redundancy.
Board members said the vote at this stage authorizes the county to be the fiscal sponsor for the application (a letter of interest); if the project is selected for award the county would return to the board to accept the award after reviewing reporting and compliance obligations. Commissioners emphasized the county could decline acceptance following award if reporting requirements proved untenable.
Next steps: county staff will complete the application on behalf of Full Circle. If the project is chosen, staff will present the award documentation to the board for formal acceptance and for any required contract or sub-award language.
