Lake County accepts $30,000 DOLA housing planning grant, to amend Root Policy contract

The Lake County Board of County Commissioners voted unanimously March 3 to accept a $30,000 housing planning grant from the Colorado Department of Local Affairs and to provide a $10,000 local match split evenly with the regional housing authority.
County staff told the board the grant will fund an updated housing needs assessment and a housing action plan. The board was also asked to approve an amendment to the county’s existing professional services agreement with Root Policy so the firm can perform the update without a new request-for-proposal process, since Root Policy was procured through DOLA’s vetted process.
The update will align the county’s housing needs assessment with new statutory requirements and dovetail with data gathered through the One Community project, staff said. The match required by the grant is $10,000, described in the meeting as $5,000 from the county and $5,000 from the regional housing authority.
A commissioner moved to accept the award and to proceed with the contract amendment; the motion was seconded and carried on a unanimous voice vote.
The board’s action was procedural acceptance of the grant and authorization to amend the scope with Root Policy. Staff said the work will be timed to support the county’s comprehensive plan adoption. The board did not discuss changes to the grant award amount or to program eligibility at this meeting.
Next steps: county staff will finalize the contract amendment with Root Policy and begin the assessment update and housing action-plan work as funding and schedules allow. The board did not set a deadline for completion at the March 3 meeting.
