Committee reports Louisiana Data Privacy Act with broad technical and substantive amendments

The House Commerce Committee voted to report Senate Bill 386, a proposed Louisiana Data Privacy Act, after adopting a large set of technical and substantive amendments intended to align the measure with other state privacy laws.
Amendment set 5,323 revised multiple definitions (biometric data, de-identified data, personal data, sale and targeted advertising), clarified controller and processor obligations, added data protection-assessment requirements for certain processing, and refined notice and consumer-rights language. The amendments were presented as a culmination of stakeholder negotiations.
Les Theriault, deputy executive counsel to Governor Landry, said the amendment set mirrors approaches used in other states and brings Louisiana into a common framework: "There's about 2 dozen states across the nation that have their own data privacy acts, and so this kinda mirrors what makes sense," he said.
Committee members had no further questions after the amendments were explained. The bill was reported favorable with amendments and will move to the next legislative step.
