Commission agrees to clarify at‑large seat titles in charter draft

Clay County commissioners agreed on edits to section 2.02 of the draft charter to make the at‑large seat titles clearer. Commissioners debated whether the current wording—phrases such as 'Eastern District Commissioner‑atlarge'—could be read to mean the office represents only that district. A motion was offered to reword the positions to 'At‑large Eastern District Commissioner' and 'At‑large Western District Commissioner' and, after brief word‑smithing on the floor, the commission registered consensus to adopt the change.

The change aims to clarify that certain seats are elected countywide but are associated with an eastern or western district for nomination or residency purposes. Jay Johnson, an eastern commissioner who spoke during the public comment period, said the revision matched his long standing understanding that some seats are elected at large yet associated with districts. Counsel agreed to implement the wording changes throughout the draft where titles must be consistent.

Counsel also warned that removing transitional or retrospective language elsewhere in Article Two (for example, dates referencing 2020–2023) could be harmless but should be reviewed to preserve historical context that future commissions or courts might find useful. Commissioners accepted that recommendation and asked staff to circulate the updated draft before the next meeting.

The commission took no formal roll‑call vote on this wording change by recorded tally; the motion was advanced by consensus and will be reflected in the next circulated draft of the charter.
