Staff explained the consortium process that pools federal Community Development Block Grant (CDBG), HOME Investment Partnerships and ESG resources for participating jurisdictions including Stanislaus County, Ceres, Hughson, Newman, Oakdale, Patterson and Waterford. Draft five‑year estimates presented to the council included roughly $11 million in CDBG funds, about $6 million in HOME funds and about $1 million in ESG funding for the consortium over five years.
For Ceres, staff highlighted the ongoing Morrow Village ADA sidewalk project as a CDBG priority and said community input emphasized affordable housing (senior housing was cited by 48% of respondents), homelessness prevention and infrastructure improvements.
Council voted to adopt a resolution of concurrence and support for submitting the consolidated plan to HUD. Several council members asked for clarification on how funds would be allocated to city projects and whether public services or code‑enforcement activities could be supported; staff said many public‑service options are eligible when paired with qualifying low‑to‑moderate income beneficiaries and that some specific uses — such as certain police activities — are typically ineligible without qualifying partners.
