Disposal of park house — resolution and notice of public hearing (Item 9A): Motion by Riley, second by Wes. Council approved awarding phase one of an archaeological investigation to Bear Creek Archaeology for $4,255 (Bear Creek) after staff removed bridge assessment work because recent DOT inventory work reduced the city’s scope; Tall Grass had proposed $4,500.
Water plant — asbestos and lead-paint survey (Item 9D): Motion by Riley, second by Zach. Council approved a contract with Terracon for asbestos and paint sampling at the water plant (five paint samples, up to 30 asbestos samples); staff said results should return about a week after sampling.
Annual urban renewal report (FY2) (Item 9E): Motion by Riley, second by Zack. Council approved the rearward-facing urban renewal report required by the Iowa Department of Management to start budget work and report TIF expenditures.
Annual forward-facing TIF estimate (Item 9F): Motion by Wes, second by Riley. Council approved forward-facing TIF estimates used for the upcoming budget year, including anticipated revenue splits per existing development agreements.
Public hearing — water-treatment-plant contract documents (Item 9G): Council set a public hearing for 7 p.m. on Dec. 22.
