Vinton City Council spent a significant portion of the meeting discussing replacement options for the Mud Creek Bridge, weighing construction costs, right-of-way impacts and future pedestrian access.
City staff and their consultant outlined four options: remove the north-side sidewalk and keep only the south-side sidewalk; keep sidewalks on both sides but replace chain-link with concrete barrier rails; keep the same deck width while providing a single barrier rail that would allow a sidewalk to be added later; or remove sidewalks altogether to build a 30-foot-wide travel way with concrete barriers. Staff said most of the project savings come from reducing the bridge deck materials rather than from grading or easement costs.
Council members raised concerns about whether sidewalks would be used, long-term flexibility and additional engineering and eventual widening costs. One council member said they saw little pedestrian use on adjacent streets and favored removing sidewalks to reduce immediate construction costs. Staff noted the bridge is being raised several feet to meet flood criteria, that the structure is expected to pass a 25-year storm but lower-lying approaches could flood in larger events, and that a removal decision would require a formal scope change and return to council for approval.
The council did not adopt a final binding change during the meeting. Staff said they would prepare information on revised engineering fees and a formal change-of-scope proposal if council confirms a preference for removing sidewalks at a future meeting.
