The North Little Rock City Council on March 9 adopted policies and emergency procedures for the newly reopened North Little Rock Event Center, approved a conditional alcoholic beverage license agreement with the North Little Rock Chamber of Commerce and approved a budget amendment supporting the city’s October air show.
Council members voted to adopt an ordinance laying out rules and procedures for the event center after staff told the council that Kim Curricky, the event center coordinator, reviewed policies used by other municipal venues and that deputy city staff assisted in drafting the rules. The council also approved R-26-79, authorizing the mayor and city clerk to enter into a conditional alcoholic beverage license agreement with the chamber for the event center (the measure was read into the record and adopted by roll call).
The council pulled a consent-agenda budget item (R-26-65) for brief discussion; Virginia, a representative involved with the air show, told the council the event is scheduled for Oct. 3–4 with a Saturday-night and Sunday-afternoon program. Council members approved the budget amendment tied to the air show by roll call.
Why it matters: The measures formalize how the city will operate the event center and permit alcohol sales at chamber-sponsored events, affecting venue management, security and vendor operations. The air-show funding commits city budget resources to a high-profile public event that officials said draws families and visitors.
What council members said: Council members credited staff for pulling policy examples from other cities; one councilor said the draft “has the license, security” and other necessary elements. City Attorney Amy Fields was listed as the sender of the special-call notice for the alcohol-license item.
Next steps: The council set an open house for the event center (staff said it begins at 4 p.m. the following day) and staff indicated they will implement the adopted policies. The conditional license and policy package now guide how the city and its partners will schedule, license and secure events at the center.
Votes and procedure: The council recorded roll-call votes for the ordinance and the license resolution; both were approved.
