Recorder and GIS offices report indexing progress, fraud-alert tools and mapping upgrades

The county recorder reported modest increases in recorded documents and accelerated back-indexing work. Recorder Jen said the office recorded 971 documents in February and has recorded 3,293 documents since Dec. 1; staff have completed 10,246 back-indexing records but about 348,630 scanned documents remain to be indexed and made fully searchable online.
Jen described two new public-facing programs: a notary-fraud alert that indexes notary names on filings and allows notaries to subscribe to monthly or weekly reports, and a property-fraud alert program that now has about 2,695 subscribers. She said legislation now requires a property-fraud alert process for counties and that the county is determining whether to hire outside counsel to serve as an administrator as currently required by the statute; that process remains under discussion with state and association contacts.
GIS staff (Mr. Colin) said the county converted parcel maintenance to RGS Pro and nearly completed a pro-parcel-fabric conversion, upgraded the winter-road conditions app to a newer technology, and added a CSV export feature to let users export selected parcel lists for analysis. Colin said a county board district map was delivered last month and that work is underway to produce additional templates (for state-house and other districts) more quickly using the new workflow.
Committee members approved payment of recorder and GIS bills and placed both reports on file after routine motions. No policy changes were adopted. Staff said they will return with progress updates on indexing, the property-fraud administrator decision, and draft GIS map templates.
Next steps: recorder to continue indexing schedule and report back on property-fraud implementation; GIS to finalize parcel-fabric conversion and circulate map drafts for review.
