House adopts amendment asking advisory council to define 'neurotechnology' and passes bill on AI in health services

The House adopted an amendment offered by the member from Burlington that asks the advisory council to include suggested definitions for neurotechnology and related terminology in its report and then passed H814 on third reading.
The member from Burlington said the amendment lets the advisory council propose definitions to reflect rapidly evolving technologies and the range between clinical tools and consumer devices. “Neurotechnology is following a similar trajectory,” the member said, arguing the report should be allowed to recommend functional definitions rather than locking the statute to a single narrow term.
Other members thanked the committee and raised worries about independence and the influence of industry money on advisory bodies; the sponsor agreed the bill may not be the perfect vehicle for all conflict-of-interest reforms but said vigilance is warranted.
The House approved the amendment (committee returned a favorable report) and then voted to pass the bill on third reading by voice vote.
The bill moves forward with the amendment directing the advisory council’s report to propose definitions and protections related to neurological rights and AI use in health and human services.
