Committee unanimously backs bill to codify community forensic aftercare program
Summary

The Judicial Proceedings Committee on March 23 unanimously reported Senate Bill 412 favorably. The bill would codify the Community Forensic Aftercare Program within the Department of Health to monitor people found not criminally responsible or incompetent to stand trial and to oversee individuals with mental illness or intellectual disability who are required to be monitored under existing statutory provisions.
The legislation also would codify the Community Monitoring Board, composed of licensed health care providers, to make recommendations and decisions related to conditional release and requests for out-of-state travel by covered individuals. The Department of Health would be directed to adopt regulations to implement the program.
Committee members moved favorable action and the bill passed with no recorded opposition.
