Resident tells council Village Apartments have structural, infestation and safety problems; staff to prepare complaint report

She alleged ongoing water intrusion into foundations, sinking foundations, pervasive infestations (cockroaches, termites, fleas and silverfish), undocumented entries to units, multiple fumigations and repeated electrical hazards, including a claim she was electrocuted three times while living there.
"The structure that I was in, I do formally believe that it should actually be condemned," Ramos said in council chambers, and she detailed repeated maintenance failures and alleged threats by maintenance staff. The mayor cut the speaker to the five-minute limit before the full set of concerns could be completed.
Council members expressed concern and asked staff to return with information. Council member Berman requested a compiled report from building and code enforcement documenting complaints against apartment complexes; staff agreed to produce that information as part of the next set of monthly reports.
The city did not make any determinations or announce enforcement actions during the meeting; the matters Ramos raised are allegations requiring staff investigation and, if verified, appropriate code-enforcement follow-up. Council members also asked staff to clarify how rental-unit inspections are scheduled and whether rental registration and inspection cycles differ between multiunit complexes and single-family rentals.
Next steps: city staff (building and code enforcement) will prepare a report on complaints and inspection activity for the council’s next meeting cycle as requested by council members.
