Sadie Becknell of the Louisiana Policy Institute for Children testified in favor, describing HB 992 as a sensible and safe mechanism that would allow Louisiana to quantify short‑ and long‑term impacts of high‑quality early learning programs. She urged the committee to vote yes. A slate of green‑card supporters from early childhood organizations was recorded and the bill was moved favorable by Senator Mizell; the committee reported HB 992 favorable with no objections.
