Separately, staff said the city recently received nearly $122,000 in unpaid utility and telecommunications funds from the state's offset program over about 10 days. Officials said this represented collections on older debts and that they have received only one complaint so far.
Next steps: staff will monitor identified water-usage cases, continue the billing audit review, and provide follow-up information to the council at a future meeting.
