Vinton City Council approves multiple change orders, easements and appropriations

The Vinton City Council on Aug. 14 approved a series of motions covering public‑works change orders, utility easements, a settlement resolution and routine appropriations.
Council approved Change Order No. 1 for the Buzz Lift station project, described by council members as primarily a paperwork item and a clarification of completion dates. The council then moved and approved a partial pay application for Eastern Street for work performed in late July; staff said compaction and subbase work had gone well and the project was on schedule.
The council approved Change Order No. 2 for the Search Street sanitary sewer project and several items tied to the wastewater treatment facility, including a change to add a drip edge where block coverage was insufficient and acceptance of a credit related to precast rework and double inspections. Council members noted they had found some quality issues at the treatment plant (rust staining and weld concerns) and asked staff to follow up with the contractor.
A resolution adding a three‑foot permanent/temporary public utility easement was approved after staff said the change was a map correction. The council also voted to authorize a settlement agreement to resolve a water‑bill issue; staff reported that reports had been corrected and amended before the vote.
Routine FY26 appropriations were approved for Evergreen Cemetery and an annual disbursement to Bit Unlimited, and the council granted special event permits for multiple fall 2025 events (Veritas Church Sept. 14; Vinton Cruz Sept. 20; Nathan Miles Glow Oct. 11). Council set a Planning & Zoning review for a Duda Properties LLC survey request for the final Tuesday of the month at 4:30 p.m.
Most motions were approved by roll call with unanimous "yes" responses from attending councilmembers. Several votes were described in the meeting as paperwork‑type approvals that did not change contract costs.
Councilmembers asked staff to investigate finish‑quality concerns at the wastewater plant and to check vendor names and financial entries raised earlier in the consent agenda before final checks are mailed.
