Vinton City Council adopts three ordinances and OKs sewer, wastewater and community events

The Vinton City Council on Monday approved three ordinances on third reading — covering fireworks rules, public-hearing procedures and cigarette/tobacco permits — and authorized several infrastructure and community actions including a punch-list payout for the East Street Sewer Project, acceptance of the Buds Lift Station as substantially complete, equipment for the wastewater treatment plant and a grant for Bright Futures Child Care Center.
On the ordinances, motions were made, seconded and carried on roll call. Council adopted Ordinance No. 1111 (fireworks), Ordinance No. 1112 (public hearings and requirements) and Ordinance No. 1113 (cigarette and tobacco permits) after brief consideration; no substantive amendments were recorded during the meeting.
Infrastructure approvals included a motion to proceed with the second modification/payment tied to the East Street Sewer Project; staff said the contractor will provide a punch list and one final payout remains. Council also moved to accept the Buds Lift Station construction as substantially complete pending a final punch list and to approve procurement of handling equipment for a blower at the wastewater plant after engineers confirmed fit and weight specifications.
Council approved a bid/improvement grant for Bright Futures Child Care Center and several special-event permits, including a Back Alley Art Festival, the BS homecoming parade on Oct. 2, 2025 and a lighted-holiday event on Nov. 20. The clerk noted applicants may hold events regardless of council action in some circumstances, and council discussed logistics and public-safety implications.
Council members emphasized that outstanding punch-list items should be completed promptly and that staff should confirm engineering specifications before equipment purchases. Staff said they will circulate the contractor punch list for the sewer project and follow up on final payout timing.
Next steps: staff will finalize punch-list reviews and coordinate with vendors and engineers for equipment purchases and with grant administrators on the Bright Futures award.
