Rocklin Unified board approves layoffs notices, labor "sunshine" proposals and routine consent items

The Rocklin Unified School District Board of Trustees voted unanimously Thursday evening to approve a pair of final resolutions authorizing reductions in certificated and classified services and to advance several labor negotiation 'sunshine' proposals for the 2025–26 school year.

In a procedural action required by state law, the board adopted Resolution 242518, the final notice to reduce or eliminate certificated services under Education Code 44955. The board then approved Resolution 242519, the parallel final notice covering classified employees. Both measures followed preliminary notices issued in March and were presented by Associate Superintendent Tony Lamoj. No public comments were offered on either item.

The board also held the statutorily required public hearings and approved initial contract proposals (the so-called 'sunshine' documents) from the Rockland Teachers Professional Association (RTPA), the district's own 2025–26 proposal, and the California School Employees Association (CSEA) chapter 773 and the district's counterpart. Those approvals allow negotiations to commence between the district and each bargaining unit.

The consent calendar, described by staff as routine matters, was approved in a single motion with roll-call votes recorded as unanimous.

Outcomes and next steps: staff will issue the final layoff notices and complete the required written filings; collective-bargaining teams on both sides will begin formal negotiations under the timelines governed by the Education Code and the statutory 'sunshine' process. The board did not discuss specifics about which positions would be affected beyond the procedural notices.
