SBCC executive committee reinstates Andy Leonto to IBC TAG, defers Tristan Karlstrom application

The Washington State Building Code Council Executive Committee on April 3 voted to reinstate Andy Leonto to an ex‑officio seat on the International Building Code (IBC) Technical Advisory Group and postponed consideration of Tristan Karlstrom’s application until the full council can review additional background.
Dustin Curb, SBCC managing director, told the committee he had received Tristan Karlstrom’s application but had not gotten a letter of recommendation from Karlstrom’s Planning/Community Development department and therefore had reservations about installing him in the TAG seat. “I don't know if he's a super great fit to represent the city's and County's view without the letter of recommendation,” Curb said.
Roger Heeringa moved to reinstate Andy Leonto as a TAG member and to take no action on the Tristan Karlstrom application; Ben Omura seconded the motion. The committee carried the motion by voice vote. Chair Todd Beyreuther said the Tristan application would be brought back at the next council meeting after staff does additional background work and after input from Council Chair Angela is obtained.
Curb told members the IBC TAG had largely completed work for the 2024 code cycle and that the reinstated ex‑officio participation would support ongoing deliberations when the TAG meets. He also said Tristan Karlstrom indicated he could not attend the executive committee meeting because of work commitments and that Sean Carlstrom (a current member) had signaled an intent to resign the seat to allow for Tristan’s appointment.
The action affects TAG membership and who is authorized to participate in deliberations for the IBC technical committee; the committee recorded no roll‑call tally, handling the matter by voice vote. The executive committee said it will revisit Tristan Karlstrom’s application at the next full council meeting after staff obtains the missing departmental recommendation and seeks the council chair’s perspective.
The committee then moved on to scheduling and other agenda items.
