Staff described a proposal that includes a $50,000 utility survey and three conceptual design options to locate a new main and to evaluate booster‑pump scenarios; the work would be part of the same State Revolving Fund (SRF) funding package that covers related water treatment work. Staff said the survey and concept phase are required to develop a refined cost estimate and to model how changes would affect downtown pressures.
One council member urged caution and recommended keeping projects consolidated to avoid separate engineering fees or an additional bond, citing recent budget concerns. Council and staff discussed past attempts to include booster stations, modeling limitations in earlier design work and the need to review whether non‑city water users (the golf course) have reduced irrigation from city water and the effect on pressure.
Staff said the concept modeling will include scenarios in which the golf course reduces city water use, which could change design needs. Council did not record a separate final roll call approving the full construction project during the discussion; staff indicated the survey and concept phase would be the next step to refine options and cost estimates before committing to construction or bonding.
Next steps: staff will proceed with the concept/survey phase (as proposed) to model options and provide a refined cost estimate for council consideration; if approved later, SRF funding and additional design or construction phases would follow.
