Joy, a staff presenter, told the commission that the city’s park-development fund has an approximate balance of $1.9 million and that "the city is required to adopt a plan for use of the funds and submit a letter of intent by June 30th, 2026." The funds originate from development agreements at Sierra Point; some are restricted by a mitigation fee that carries a five-year use limit, staff said.
