St. Charles Parish school board accepts $8.28M gym bid, approves bus purchases, pay changes and officer nominations

The St. Charles Parish School Board on Dec. 10, 2025 accepted the lowest base bid for the Elementary Schools Auxiliary Gyms Project and approved a slate of routine operational items including bus purchases, a pay-rate increase for permanent substitute bus operators, policy revisions and board officer nominations.
Bids for the auxiliary gyms were opened and reviewed; the lowest base bid including alternates one and two was $8,276,170 from Taylor Enterprises of Louisiana LLC, and the architect reported the bid met all requirements. A motion to accept the bid was moved, seconded and approved unanimously.
In transportation matters the board authorized the purchase of five standard 65-passenger buses and two special-needs lift buses under state contract to upgrade the district fleet. Separately, the board approved a recommended hourly rate of $35 for permanent substitute bus operators to aid recruitment and retention and approved crediting confirmed relevant prior work experience for bus operators; the credit-for-experience change was set to take effect Jan. 1, 2026. Each of these items passed by unanimous vote.
The board also approved recommended revisions to Board Policy 4.6.13 (retirements) on second reading to clarify provisions for retirees' health insurance, and it approved accounts payable for November 2025. On governance items, Scott Cody was nominated for board president and Karen Budro was nominated for vice president for the 2026 calendar year; nominations were closed and the chair announced the sole nominees would serve.
