Committee defers sweeping PreK changes, preserves study and intent language

The committee chair told members the language the panel sent to the House Committee on Education generated substantial questions during testimony, and that committee leaders decided not to push sweeping changes now. The chair said the committee would preserve the study elements and two pieces of intent language and ask the Education Committee and Ways and Means to carry the matter forward, but would not include other proposed statutory changes that might appear as a rollback of universal access.

The move leaves in place the committee's study language — including elements to determine how to pay for broader PreK access and whether funding would be categorical aid or another method — and the committee's intent that PreK be treated as part of the total cost of education. "We're not giving up on it," the chair said, adding the committee did not want to send a mixed message by rolling back components of the package.

Members stressed that the statute will remain unchanged for the current year when the bill leaves the House and that the committee had not intended to impose an unfunded mandate; implementation dates in the committee's language were tied to the availability of funding. A member asked for clarity that the bill's language would not create an immediate funding obligation, and the chair confirmed implementation would await an appropriate funding system.

Committee members said they will re-review the language when it returns, make the case to Ways and Means for including equal-payment and access provisions, and rely on testimony gathered to guide future work. The committee also discussed how, over time, the intent language should reinforce a policy objective of more equal PreK access across communities.

The committee scheduled no formal vote on the matter during the meeting; members were advised to continue reviewing the draft language before it moves to other committees.
