Hillyard moves to shift plumbing permit intake and enforcement to Franklin County Public Health

Hillyard City Council on March 9 advanced two linked ordinances to a March 23 second reading that would shift plumbing permit intake and enforcement responsibilities to Franklin County Public Health and update the city’s fee schedule accordingly.
Staff explained that Chapter 190 (fee schedule) will be amended so the county collects plumbing-related fees and that a new Chapter 1309 will adopt plumbing regulations aligned with the Ohio Plumbing Code. Under the proposed timeline, the ordinance would not go into effect until the end of April; Franklin County Public Health indicated it would start accepting applications May 1. During an exchange, a councilmember asked whether current permit holders would be affected; staff said those contractors would already be permitted by the county and the interim period would continue under existing agreements.
Council held a first reading of both measures; second readings and public hearings are scheduled for March 23, 2026.
